SEOUL– South Korea and Indonesia have agreed to transfer Indonesia’s first KF‑21 Boramae fighter jet prototype, bringing the long-running joint fighter program closer to its final stage. Jakarta is expected to receive the fifth single-seat KF‑21 once the remaining payment is completed.
The transfer marks a significant step toward moving the program from development into production. Officials confirmed that the aircraft has already been used in key verification tests, including aerial refuelling, providing Indonesia with a flight-tested platform.

Indonesia Eyes First KF-21 Jet
The agreement was reached during working-level talks in February and confirmed by South Korea’s Defence Acquisition Program Administration.
According to Defense Blog, Indonesia has paid 536 billion won of its total 600 billion won commitment, with the balance due by June, coinciding with the scheduled conclusion of the KF‑21 development phase.
The revised financial arrangement reduces Indonesia’s share while covering the aircraft, development costs, and technical documentation.
The handover underscores both nations’ intent to maintain their partnership despite earlier disputes over payments and technology transfer levels.
The fifth prototype is more than symbolic; it has been used for critical verification trials, ensuring the aircraft meets operational requirements. Its transfer allows Indonesia to continue training, evaluation, and eventual integration into its air force.

Joint Development Background
Launched by South Korea in 2015, the KF‑21 Boramae program aims to develop a supersonic multirole fighter capable of air superiority and precision strike missions. The aircraft is intended to replace aging F‑4 and F‑5 fleets and to strengthen South Korea’s domestic aerospace industry.
Indonesia joined the project as a development partner under a cost-sharing agreement.
Initial delays in Indonesia’s payments caused protracted negotiations, but a final agreement reduced financial obligations while adjusting technology transfer expectations.
South Korea and Indonesia have maintained momentum throughout the program, demonstrating a commitment to completing the project and modernizing both nations’ air capabilities.

Future Prospects
Discussions are ongoing for Indonesia to purchase 16 production KF‑21 fighters, potentially marking the first export order for the Boramae.
Officials from both countries have indicated optimism that a production contract could be finalised, supporting South Korea’s ambitions as a global defense exporter.
Acquiring the prototype and potential production jets would significantly strengthen Indonesia’s air force, with advanced avionics, twin engines, and multirole capabilities providing a substantial upgrade over current assets.
The transfer also reflects broader defense cooperation in the Indo-Pacific, highlighting the strategic value of industrial and military partnerships.
