TOKYO— Japan Airlines (JL) has introduced a policy change whereby passengers on Japan Airlines domestic flights must be enrolled in the JAL Mileage Bank program to purchase a day-of-departure cash upgrade. The policy goes into effect on December 18, 2025, and applies across all domestic routes.
Previously, any passenger could secure an upgrade between 20 minutes and three hours before departure, provided a seat was available.

Japan Airlines Upgrade Policy Change
Japan Airlines requires passengers to hold a JAL Mileage Bank membership to access the popular same-day upgrade option.
This membership must be linked to the reservation to qualify for the paid upgrade. The airline has not disclosed additional procedural details but confirmed that eligibility will no longer extend to non-members.
This adjustment limits automatic access for travelers who typically credit their flights to partner frequent flyer programs.
Many international passengers, especially oneworld elite members, previously used the paid upgrade to combine lounge access, priority services, and enhanced seating on domestic routes.

Why JAL Adjusted Rules
Japan Airlines introduced this change to manage strong demand for low-cost domestic upgrades. These upgrades frequently sell out, as they offer exceptional value on busy routes connecting cities such as Osaka (ITM), Sapporo (CTS), and Fukuoka (FUK), reported OMAAT.
By restricting eligibility to JAL Mileage Bank members, the airline strengthens its loyalty ecosystem and encourages travelers to consolidate mileage activity within its program.
The move also ensures that frequent domestic flyers, who often rely on Japan Airlines for daily travel, retain a clearer path to these upgrades.
This approach streamlines upgrade distribution and helps reduce eligibility stacking by elite members of other programs who may not participate in JAL’s loyalty structure.

Effects on Travelers
Passengers accustomed to purchasing last-minute upgrades without joining the JAL Mileage Bank will now need to enroll before travel. Membership is free, and the airline does not limit it by nationality, so international travelers can still participate.
However, travelers who credit flights to other oneworld programs may find the process less convenient.
Japan Airlines’ domestic premium products, including Class J and First Class on select aircraft, remain competitively priced. Many travelers may opt to book premium cabins outright instead of waiting for upgrade availability at departure.

Bottom Line
Japan Airlines will limit day-of-departure domestic cash upgrades to JAL Mileage Bank members beginning December 18, 2025.
The change aims to strengthen the airline’s loyalty program and streamline access to an upgrade system that has long been in high demand.
While the rule introduces a new step for international and partner-program travelers, Japan Airlines continues to offer reasonably priced premium cabin options, ensuring domestic travel remains convenient and accessible.
