TOKYO- Japanese authorities have intensified enforcement after major etomidate smuggling cases involving international passengers arriving on undisclosed airlines.
Key incidents at Haneda Airport (HND) and Kansai International Airport (KIX) highlight a growing threat linked to “zombie cigarette” substances.
Japan Controls on “Zombie Cigarette” Drug Smuggling
Japanese law enforcement has escalated action against the illegal import of etomidate, a regulated anesthetic increasingly misused in vape cartridges.
The substance has gained attention due to its harmful effects and rising abuse among young people in Japan.
At Haneda Airport (HND), authorities arrested Liu Ting-yu, a 50-year-old Taiwanese woman, on April 16 for allegedly smuggling approximately 4 kilograms of etomidate in a suitcase.
Police described this as a record seizure. She denied the charges, stating that she had borrowed the suitcase and was unaware of its contents.
In a separate case, at Kansai International Airport (KIX), Tuela Kanwara, a 31-year-old Thai woman, was arrested for allegedly smuggling 1,002 cartridges containing about 500 grams of etomidate.
She arrived on a flight from Thailand on November 5. This marked the first etomidate-related police action at Kansai Airport since the substance was classified as controlled.
The cartridges were concealed inside 7 snack packets, indicating a deliberate attempt to evade customs detection. She was traveling with a Malaysian man, who was also arrested and indicted for smuggling stimulants into Japan.
According to Straits Times, these cases reflect a broader enforcement trend as Japan strengthens border controls to counter emerging drug threats.
Health Risks and Rising Abuse Among Youth
Etomidate is a medical anesthetic that has recently been misused as a recreational substance when mixed into vape liquids. Its abuse has spread among young people in Japan, raising public health concerns.
Reported effects include:
- Loss of consciousness
- Muscle spasms in hands and legs
- Erratic physical behavior
These visible symptoms have led to the term “zombie cigarettes,” which reflects the condition of affected users.
Smuggling Techniques and Detection Challenges
The cases demonstrate evolving smuggling strategies used by traffickers:
- Use of personal luggage to reduce suspicion
- Concealment within everyday items such as snack packets
- Coordination with accomplices traveling on the same route
Authorities have increased inspections and surveillance at major international airports to detect such methods more effectively, as reported by The Japan Times.

Etomidate was added to Japan’s list of controlled substances in May last year. This classification enables stricter enforcement and legal action against offenders.
