LONDON— The UK government has announced a significant update to its immigration rules: from 25 November 2025, international students on a student visa will be allowed to switch directly to the Innovator Founder visa without leaving the country.
This reform replaces an earlier concession tied to the now-closed Start‑up visa. Previously, many students were required to return to their home countries to apply for a business visa. Now, upon completing their studies, they can begin building their business while still in the UK.

UK Student Visa Update
The Innovator Founder visa is designed for entrepreneurial talent that brings genuine, innovative business ideas to the UK. To qualify, applicants must secure an endorsement from a Home Office–approved endorsing body, showing that their business plan is scalable and sufficiently novel.
Under the new rules, students who have completed their course (or, in the case of PhD students, have studied for a specified minimum) may apply to switch while still in the UK.
This change gives student entrepreneurs a more stable and flexible pathway to build a company in the UK.
They may even begin developing their business right after graduation—provided they have submitted a valid Innovator Founder visa application supported by an endorsed business concept.
What’s New
- In‑country switching: Students no longer need to leave the UK to apply for Innovator Founder status.
- Start-up visa closed: The Start-up visa route has been replaced by this new in‑country Innovator Founder switch, which is more streamlined.
- Business endorsement still required: Applicants must be endorsed by a recognized body to ensure viability and innovation.

Eligibility Criteria
To qualify for the Innovator Founder visa under the new rule, students must meet several key conditions:
- They must have completed the course for which their Student visa was issued.
- Their visa application must be endorsed by a Home Office–approved endorsing body.
- They must apply while their Student visa is still valid, before it expires.
Importantly, certain visa holders cannot switch using this route, such as those on a short-term Student visa, visitor visa, or on immigration bail.

Immigration Challenges
This reform is part of a broader government effort to reshape its economic migration policy. Other key changes include raising English-language requirements and restructuring grounds for visa refusal.
Universities and student-advisers are being urged to prepare, as this change could influence the career paths of many international graduates.
While the reform offers a smoother path, experts caution that students must carefully prepare their business proposals and secure endorsements before making the switch.
They must also be careful to respect Student visa work restrictions until an Innovator Founder leave is granted, as breaching conditions could jeopardize the application.

Bottom Line
This upcoming visa reform means international students in the UK can now stay in‑country to launch their startups, rather than returning home to apply.
By linking academic achievement with entrepreneurial opportunity, the UK aims to retain high-potential talent and strengthen its reputation as a destination for graduate innovators.
