TOKYO- Japan Airlines (JL) faced renewed scrutiny after a preflight alcohol violation involving cabin crew members caused operational disruption and triggered regulatory action.
The incident occurred on a scheduled Japan Airlines flight from Hiroshima Airport (HIJ) to Tokyo Haneda Airport (HND), which was delayed after irregularities were discovered in crew alcohol compliance checks.
The flight, originally scheduled to depart at 7:40 AM on May 23, departed approximately 40 minutes late after a cabin attendant was removed from duty.
The disruption added pressure on Japan Airlines, which has previously faced similar safety-related compliance issues in recent years. Authorities confirmed that the case involved not only rule violations but also an attempt to conceal the misconduct during internal checks.
The Ministry of Land, Infrastructure, Transport, and Tourism stated that two cabin attendants consumed alcohol the day before the flight and later provided false information during the airline’s internal investigation.
The ministry said the incident highlighted gaps in safety awareness and a culture of compliance within the carrier.

Crew Misconduct Case Detailed Investigation
The investigation revealed that the chief cabin attendant, in her 50s, consumed alcohol beyond permitted limits at a hotel lounge before duty.
She later failed to report the outcome of a pre-departure alcohol test properly.
Upon arrival at the airport, a second test confirmed alcohol in her system, leading to her immediate removal from duty and replacement. The attendant was later dismissed by Japan Airlines for violating internal safety regulations.
A second cabin crew member in her 30s reportedly failed to report for duty, citing illness.
Authorities determined that both individuals attempted to conceal the violation during the internal inquiry process, raising concerns about accountability within the crew structure.

Regulatory Action Intensified Oversight
Japan’s transport ministry formally reprimanded Japan Airlines (JL) following the incident and ordered the airline to submit preventive measures by July 17.
The ministry emphasized the need for stronger internal monitoring systems to prevent repeat violations.
In response, Japan Airlines announced disciplinary measures across its leadership team, including a 30% pay cut for President Mitsuko Tottori for two months. The airline stated that it takes the matter seriously and issued a formal apology for the disruption and compliance failure.
The ministry also highlighted that the airline had already received a business improvement order in December 2024 and earlier warnings due to similar alcohol-related incidents, SCMP reported.

Safety Oversight Concerns Strengthened Globally
The latest violation adds to a pattern of alcohol-related safety breaches involving Japan Airlines (JL), including incidents involving pilots on international routes in 2024.
These repeated cases have raised concerns about the effectiveness of internal safety enforcement mechanisms.
Officials stressed that the recurrence of such events indicates that safety awareness among flight personnel has not been fully strengthened.
