MOSCOW- Russia is looking to revive its defense trade with Azerbaijan through a potential sale of Pantsir-S1 air defense systems, signalling a further improvement in relations between the two countries. Dmitry Shugaev, head of Russia’s Federal Service for Military-Technical Cooperation, said on November 1, 2026, that Moscow expects to reach an agreement.
The potential deal comes as Russia and Azerbaijan rebuild military and diplomatic cooperation following a serious dispute over the December 2024 Azerbaijan Airlines (J2) crash. Alongside the proposed air defense sale, Russia has also agreed to help Azerbaijan establish and modernize maintenance facilities for Russian-made armored vehicles already serving in its armed forces.

Russia Pantsir-S1 Capabilities
The Pantsir-S1 combines surface-to-air missiles and two 30 mm automatic cannons on a mobile vehicle platform. Russia designed the system to provide short-range air defense for military installations, command centres and longer-range missile batteries.
The system can engage several types of aerial threats, including fixed-wing aircraft, helicopters, cruise missiles and unmanned aerial vehicles (UAVs).
According to the Center for Strategic and International Studies (CSIS), the standard Pantsir-S1 has a missile engagement range of up to 20 kilometres, although its effective range varies depending on the target.
Russia has exported the system to several countries, making it an established part of its international defense equipment portfolio. However, Shugaev did not disclose the number of launchers Azerbaijan could acquire, the potential contract value, or an expected delivery schedule.
The proposed sale also comes alongside a separate agreement covering Azerbaijan’s existing Russian-made armored fleet.
Azerbaijan previously purchased approximately 100 T-90S main battle tanks, alongside similar numbers of BMP-3 infantry fighting vehicles and BTR-80A armored personnel carriers during the 2000s and 2010s.
Under the newly signed program, Russian specialists will assist in constructing and modernizing facilities used to repair these vehicles.
The agreement could strengthen long-term maintenance cooperation, although the two governments have not disclosed the project’s financial details or completion schedule.

Azerbaijan Rebuilds Ties with Russia
Relations between Russia and Azerbaijan deteriorated sharply after an Azerbaijan Airlines Embraer 190 crashed near Aktau, Kazakhstan, on December 25, 2024.
The aircraft was operating a flight from Baku (GYD) to Grozny when it sustained damage in Russian airspace before crashing during an attempted emergency landing, killing 38 of the 67 people aboard.
Russian President Vladimir Putin acknowledged in October 2025 that Russian air defense activity had caused the disaster and promised compensation.
On April 15, 2026, the two countries announced that they had reached a settlement covering the consequences of the crash, including compensation payments, and committed to expanding cooperation.
Azerbaijan has meanwhile continued diversifying its defense procurement through partnerships with Türkiye and Israel.
At the ADEX 2026 exhibition in Baku, Azerbaijan signed Turkish defense agreements worth more than $500 million, including orders for 14 HürkuÅŸ-II trainer aircraft, Baykar’s Mızrak loitering munition and Antidot systems, and Roketsan’s Barbaros coastal defense system.

Bottom Line
The renewed Russian defense engagement also comes as Moscow faces significant losses of its Pantsir systems in Ukraine.
Open-source monitoring project Oryx has documented at least 54 visually confirmed Russian Pantsir losses since February 2022, including 53 Pantsir-S1 systems and one upgraded Pantsir-S1M.
These losses highlight the system’s importance to Russia’s air defense network, particularly against drones and other low-altitude threats, Defense Blog flagged.
However, Azerbaijan has not confirmed whether it intends to purchase the system, leaving the proposed sale at the expectation stage rather than an announced procurement contract.
