NEW DELHI— India is preparing for high‑level discussions this week with France on a proposed $39 billion (3.25 trillion rupee) contract to acquire 114 Rafale fighter jets, a move that could become the country’s largest-ever defence procurement if approved. The talks come as the Indian Air Force (IAF) seeks to address a pressing shortfall in combat aircraft and strengthen its operational readiness.
In recent weeks, New Delhi has drafted a detailed proposal known as the “Statement of Case” that outlines the terms of the potential purchase. This dossier is slated for examination at a senior meeting within the Ministry of Defence before being forwarded to the Cabinet Committee on Security (CCS) for final clearance.

India Eyes Rafale Jets Worth $39 Billion
India’s Air Force currently operates 36 Rafale jets that were earlier acquired under a government-to-government agreement with France.
If the new proposal is cleared, the total Rafale fleet — including 26 Rafale-M jets ordered by the Indian Navy in 2025 to operate from carriers such as INS Vikrant (VT-XX) — would rise to 176 aircraft, substantially boosting India’s aerial combat capability.
The proposed agreement envisages a blend of “fly-away” aircraft and local production. Between 12 and 18 jets could be supplied in ready-to-use condition for immediate operational deployment, while the remaining aircraft would be assembled in India with involvement from local aerospace partners.
Under India’s Make in India initiative, indigenous components are expected to account for more than 30 per cent of the total content, supporting government’s aims to expand domestic defence manufacturing.
Talks are reportedly underway to maximise localisation, potentially building up to 80 per cent of the jets within India.
India is also seeking approval from France to integrate domestically developed weapons systems and mission electronics into the Rafale platform. However, source codes for the aircraft’s core software would remain under French control, a standard clause in complex defence sales.

Strategic Context
For the IAF, the proposed procurement addresses a sustained deficit in fighter squadrons. Several IAF units are currently operating below sanctioned strength, prompting officials to highlight the urgency of fresh inductions to face evolving regional threats.
The Rafale’s advanced avionics, sensors, and electronic warfare capabilities have been favourably evaluated by Indian defence planners, particularly following performance during recent operational exercises.
Nato‑grade features such as the Spectra electronic warfare suite have been credited with enhancing survivability against modern air-to-air threats.
The $39 billion proposal also reflects India’s broader defence cooperation with Dassault Aviation, the French manufacturer responsible for the Rafale family of multirole combat aircraft.
Expanding co-production is expected to deepen ties not only in aircraft assembly but also in maintenance, repair, and overhaul (MRO) infrastructure. French officials have indicated interest in establishing an MRO facility, potentially in Hyderabad, to support M88 engines powering the Rafale fleet.

Regional and Global Dynamics
The timing of the discussions coincides with intensifying competition among global aerospace suppliers for Indian contracts.
The United States has proposed its F-35 stealth fighter, while Russia has offered the Su-57 in parallel talks, though Indian officials have emphasised that immediate operational needs and proven performance remain key factors in acquisition decisions.
Policy experts see the talks as laying the groundwork for deeper defence and industrial collaboration ahead of an anticipated state visit from French President Emmanuel Macron.
Recent bilateral engagements have underscored cooperation across space, technology, and strategic security domains.
