LISBON- Portugal is offering relocation grants of up to €3,759.91 (approximately $4,378) through its Emprego Interior Mais program for eligible individuals who move to designated inland regions. The initiative provides financial support for relocation and settlement costs in qualifying areas.
While major cities such as Lisbon and Porto are generally excluded, eligible applicants who relocate to approved rural territories and meet program requirements may qualify for financial assistance.

Portugal’s Relocation Grant Program Explained
Portugal has long attracted expatriates due to its pleasant climate and relatively low cost of living. The country is also among the few destinations that offer financial incentives to certain individuals who relocate to specific regions.
According to International Living, Portugal’s Emprego Interior Mais program provides eligible applicants with one-time grants to help cover moving and relocation expenses.
The Portuguese government states that the measure provides financial support to workers who change their usual residence to inland territories in order to carry out professional activity.
The program applies to approved inland territories rather than major urban centers. Individuals relocating to cities such as Lisbon or Porto generally do not qualify for the grant.

How Much Money Can Applicants Receive?
The base grant available under the program can reach €3,759.91.
Applicants may receive additional support equal to 20% of the base amount for each household member who relocates with them to an eligible inland territory.
Payments are issued in two stages:
- 60% of the approved amount is paid within 10 business days of acceptance.
- The remaining 40% is paid during the 13th month after the applicant starts work, creates a job or business, or changes their workplace location under the program’s conditions.
The total amount received depends on the applicant’s individual circumstances.

Who Is Eligible for the Program?
The relocation grant is available to several categories of applicants.
Eligible individuals include:
- Unemployed people seeking new employment.
- Employees relocating to carry out professional activities in approved inland territories.
- Self-employed professionals.
- Workers and self-employed professionals who perform their activities remotely from inland Portugal.
- Portuguese emigrants who left the country after December 31, 2015, and have lived outside Portugal for at least one year.
Applicants must satisfy all eligibility requirements established by the program.
According to Travel and Leisure, the relocation incentive is available only to applicants who meet the program’s residency, employment, and relocation conditions.

Residency Requirements and Restrictions
The change of residence must be permanent and maintained for a minimum period of 12 months.
Moving to Portugal alone does not automatically qualify an individual for the grant. Applicants must have legal residency status and satisfy the program’s employment and relocation requirements.
Failure to meet the required conditions may result in ineligibility for financial support.

Which Areas Qualify?
The relocation incentive is intended for approved inland territories rather than Portugal’s largest cities.
Regions within Alentejo and parts of the Tagus Valley are among the areas that may qualify under the program, provided they are included on the government’s list of eligible inland territories.
Applicants should confirm whether their intended destination qualifies before applying.

Alternative Options for Foreign Residents
Individuals who do not qualify for the relocation grant may still have options to live and work in Portugal.
Remote workers and digital nomads can apply for Portugal’s D8 Visa, which is available in two forms:
- A temporary stay visa valid for up to one year.
- A residency visa initially valid for four months.
Applicants pursuing the residency route must apply for a residence permit with AIMA (Agência para a Integração, Migrações e Asilo) during the initial validity period.

Bottom Line
Portugal’s Emprego Interior Mais program provides relocation grants of up to €3,759.91 for eligible individuals who move to approved inland territories and carry out professional activities there.
The grant is available to qualifying workers, remote professionals, self-employed individuals, and returning Portuguese emigrants. Applicants must relocate permanently, maintain residence for at least 12 months, and satisfy all program requirements to receive financial support.
