PARIS-<\/strong> France and the United Kingdom<\/a> conducted their first joint airborne nuclear-strike exercise on October 20 and 21, 2026, bringing British Eurofighter Typhoon fighters<\/a> together with French Rafale aircraft over the Mediterranean. The exercise, named Rummy, involved Royal Air Force (RAF)<\/a> Typhoons escorting French Strategic Air Forces fighters during a simulated nuclear-strike mission, marking a new stage in military coordination between the two countries.<\/p>\n\n\n\n

The French Armed Forces Ministry announced the exercise on Friday, describing it as a demonstration of closer cooperation under the Northwood Declaration, signed in July 2025. The mission involved no actual nuclear weapons and preserved the two countries’ independent authority over their respective nuclear arsenals.<\/p>\n\n\n\n

Eurofighter Typhoons Escort Rafale Jets<\/h2>\n\n\n\n

During Exercise Rummy, British Eurofighter Typhoon fighters operated alongside French Rafale aircraft over the Mediterranean. <\/p>\n\n\n\n

The Rafales carried out the simulated nuclear-strike<\/a> mission while the Typhoons provided an escort, demonstrating how the two air forces could coordinate their aircraft and operations during a strategically significant scenario.<\/p>\n\n\n\n

French Armed Forces Chief of Staff General Fabien Mandon said the exercise also involved Airbus A330<\/a> Multi Role Tanker Transport (MRTT) aircraft. <\/p>\n\n\n\n

The French and British crews departed from Saint-Dizier Air Base in northeastern France, with the mission highlighting a high level of interoperability between the participating forces.<\/p>\n\n\n\n

The participation of British fighters represents a notable development for France’s Strategic Air Forces, which have traditionally conducted their nuclear-strike training independently. <\/p>\n\n\n\n

French Air and Space Force units regularly practise simulated nuclear missions through exercises known as Poker, making Rummy a new form of cooperation with a nuclear-armed ally.<\/p>\n\n\n\n

Strategic analyst Etienne Marcuz described the British participation as significant, particularly given the involvement of at least three RAF Eurofighter aircraft. The exercise demonstrated coordination between the two air forces without merging their respective nuclear command structures.<\/p>\n\n\n\n

Northwood Declaration Cooperation<\/h2>\n\n\n\n

Exercise Rummy forms part of the implementation of the Northwood Declaration, an agreement announced by France and the UK on July 10, 2025. <\/p>\n\n\n\n

Under the declaration, the two countries committed to deeper cooperation and coordination on nuclear deterrence while retaining independent nuclear forces and decision-making.<\/p>\n\n\n\n

The agreement states that there is no extreme threat to Europe that would not prompt a response from both nations. <\/p>\n\n\n\n

The declaration provides a framework for coordinating their approaches to deterrence as European governments reassess security requirements amid Russia’s continued confrontation with the West and uncertainty surrounding the future of US security commitments.<\/p>\n\n\n\n

French Armed Forces Minister Catherine Vautrin said coordination between the countries’ independent nuclear forces could contribute more significantly to the security of the alliance and the stability of the Euro-Atlantic region. <\/p>\n\n\n\n

Her comments reflected the French government’s position that cooperation can strengthen deterrence without requiring the two countries to share control over nuclear weapons.<\/p>\n\n\n\n

The exercise also comes as France develops the concept of forward deterrence with several European partners. The approach seeks to extend cooperation with allies while maintaining France’s sovereign authority over its nuclear arsenal.<\/p>\n\n\n\n

France and UK’s Independent Nuclear Forces<\/h2>\n\n\n\n

France and the UK maintain separate nuclear deterrents, but their capabilities differ in important ways. Both countries operate ballistic-missile submarines, while France<\/a> also maintains an airborne nuclear component through Rafale fighters equipped to carry nuclear-tipped cruise missiles.<\/p>\n\n\n\n

The UK does not operate an equivalent airborne nuclear-strike component, relying instead on its submarine-based strategic deterrent. <\/p>\n\n\n\n

The participation of RAF Typhoons in Rummy therefore involved escorting French aircraft rather than conducting a British nuclear-strike mission, Defense News<\/a> flagged.<\/p>\n\n\n\n

The French Armed Forces Ministry stressed that decisions on using nuclear weapons remain entirely national. Both governments maintain that nuclear weapons would be considered only in extreme circumstances of legitimate self-defence.<\/p>\n\n\n\n

Exercise Rummy marks a practical step towards closer French-British coordination in European security, showing how their air forces can train together while preserving separate nuclear capabilities and command authority.<\/p>\n\n\n\n
