Announced on October 22, 2026, the agreement establishes a proposed annual production rate of 156 aircraft for the United States and international customers.

The agreement represents a major shift towards long-term planning for the US-led fifth-generation fighter programme, which supplies the US Air Force, Navy and Marine Corps, as well as allied air forces. However, the framework is not yet a final procurement contract: its implementation depends on congressional authorization and appropriations, and the parties must still determine detailed pricing, delivery schedules and the distribution of aircraft among military services.

Photo : Japan Air Self-Defense Force | Wikimedia Commons | https://commons.wikimedia.org/wiki/File:JASDF_equipment_F-35A_(5).jpg

F-35 Ten-Year Deal

Under the proposed arrangement, Lockheed Martin would produce 156 F-35 aircraft annually across production lots 21 through 30, representing a potential total of 1,560 jets over the decade.

The US military would purchase at least 850 aircraft, while the remaining production capacity would serve international customers, subject to actual orders and the terms of the final agreement.

The framework also covers initial spare parts, aircraft modification kits and sustainment activities for the worldwide F-35 fleet.

Combining these requirements with aircraft procurement could allow the Pentagon and Lockheed Martin to negotiate larger purchasing volumes, establish more predictable costs and reduce the administrative burden associated with repeated annual agreements.

Michael Duffey, the US undersecretary of defense for acquisition and sustainment, described the arrangement as a landmark step towards stabilising the American defence industrial base.

The Pentagon said the agreement would align financial incentives with production performance and support the delivery of combat capabilities at the required speed and scale.

Lockheed Martin President and Chief Executive Officer Jim Taiclet said the framework would give the company and its industrial partners greater certainty when planning production, investing in manufacturing capacity and securing components.

The company has also committed to investing at least $7 billion of its own funds in projects supporting the F-35 programme.

Despite the headline production target, the agreement does not establish the exact number of F-35A, F-35B and F-35C aircraft that each service will receive. The final quantities, contract values and delivery schedules remain subject to further negotiations and the required government approvals.

Congress Holds Key

Congressional approval is central to turning the announcement into a binding multiyear procurement arrangement.

The Pentagon has explicitly stated that execution remains subject to congressional authorization and appropriations, meaning the framework does not itself guarantee funding for all 10 years of planned production.

US lawmakers are considering multiyear procurement authority for the F-35 and F-15EX fighter programmes as part of work on the fiscal 2027 National Defense Authorization Act.

Congress must also address the federal defence budget for fiscal 2027, leaving important legislative and funding decisions unresolved when the framework was announced.

Lockheed Martin has said that, if lawmakers grant the necessary authority and appropriations in the coming months, it will work with the F-35 Joint Program Office to finalise the contract, including pricing and schedules.

Until that process produces a formal award, the October announcement should be understood as a framework for a potential long-term agreement rather than a completed purchase of 1,560 aircraft.

The distinction matters because the F-35 programme serves several US military branches and international operators with different requirements.

Production planning must account for aircraft configuration, delivery timing, maintenance needs and the availability of funding, while the final contract will need to specify the obligations of both the government and the manufacturer.

A multiyear arrangement could nevertheless give the programme a more stable procurement outlook than successive annual contracts.

Longer commitments would allow manufacturers and suppliers to plan investments around anticipated demand instead of relying on shorter purchasing cycles.

Supply Chain Investments

A central objective of the agreement is to address supply-chain delays and improve production efficiency.

Lockheed Martin estimates that suppliers account for at least 60% of an F-35’s content, making the performance of its industrial partners critical to the aircraft’s cost, production schedule and availability.

Major suppliers include Northrop Grumman, which produces the centre fuselage section, and BAE Systems, which manufactures the aft fuselage section.

Delays in components, inconsistent quality and limited access to critical materials can affect the assembly process even when final aircraft production capacity is available.

Under the proposed framework, Lockheed Martin and its suppliers could establish longer-term purchasing agreements for raw materials and essential components.

The company said its suppliers currently operate under annual arrangements that can make it harder to invest in capacity, maintain inventories and respond efficiently to changing production requirements.

The agreement also introduces a fixed-price structure with an escalation mechanism, under which prices can increase under specified economic conditions.

Lockheed Martin expects this approach to give manufacturers stronger incentives to improve efficiency because they could retain gains from successful investments rather than surrendering those improvements through subsequent price adjustments.

The framework also aims to combine information from multiple sources into integrated analytics covering parts inventories, readiness indicators and other programme data.

Better visibility could help the Pentagon and Lockheed Martin identify shortages earlier, plan maintenance requirements and make more informed decisions about the availability of aircraft.

Lockheed Martin Aeronautics President OJ Sanchez said greater supplier stability, together with investment in the global spare-parts pool, could support higher mission-capable rates.

The actual improvement will depend on how effectively the companies implement the changes and whether production, maintenance and supply-chain performance improve.

Photo: USAF

Future F-35 Upgrades

The proposed agreement also arrives as Lockheed Martin seeks to preserve the F-35’s relevance against increasingly advanced air-defence systems and emerging sixth-generation fighter programmes.

During an October 22 earnings call, Taiclet reiterated the company’s interest in incorporating advanced technologies into the existing aircraft rather than relying exclusively on the development of a completely new fighter.

Taiclet previously described this concept as a more capable, Ferrari-like version of the F-35.

He has argued that integrating selected sixth-generation technologies could deliver a substantial share of the capabilities associated with a purpose-built sixth-generation aircraft at a lower cost, although this remains a company proposal rather than an established programme outcome.

Any such upgrades would need to be evaluated against technical feasibility, affordability, operational requirements and the aircraft’s existing design limitations.

The 10-year framework primarily addresses procurement, production and sustainment; it does not, by itself, constitute approval or funding for a specific new configuration.

Lockheed Martin manufactures the F-35 at its principal production facility in Fort Worth, Texas.

If Congress authorises the multiyear arrangement and the parties complete a formal contract, the framework could provide the company and its suppliers with a clearer basis for planning production and investments over the next decade.

For the Pentagon, the intended benefits extend beyond purchasing a large number of fighter jets. The success of the arrangement will ultimately depend on whether it delivers predictable costs, timely aircraft deliveries, a more resilient industrial base and measurable improvements in fleet readiness.

Stay tuned with us.
