A survey released by the Japan Federation of Aviation Industry Unions found that 30% of ground staff and cabin crew had faced passenger anger over such issues in the previous year.

The increase comes as Japanese airlines enforce passenger deadlines more strictly and authorities tighten airport procedures. Since September 2026, passengers on domestic flights have been required to complete travel procedures at least 30 minutes before departure, compared with the previous 20-minute deadline.

Photo: Japan Airlines (via Facebook)

Japan Air Rage Incidents Rise

The Japan Federation of Aviation Industry Unions identified flight delays and cancellations as the most commonly reported reasons for passenger complaints.

Federation spokeswoman Tomomi Kikuchi said airlines had also become stricter about boarding deadlines, with some refusing passengers who arrive at the gate less than 10 minutes before departure.

The survey indicates a substantial increase in reported incidents affecting frontline airline workers. However, it does not establish the nationalities of the passengers involved or show that every confrontation resulted in physical aggression.

In 2024, Japan Airlines (JL) and All Nippon Airways (NH) introduced passenger conduct guidelines to address customer harassment. The rules cover abusive, insulting or discriminatory language, threats, physical assaults, unreasonable demands and sexual harassment, while ANA’s policy also identifies voyeurism and stalking as unacceptable behaviour.

Airlines have cited incidents in which passengers threw a cup at a flight attendant after receiving the wrong drink and verbally confronted crew members after being asked to sit down before take-off.

In another case, a passenger upset by a delay demanded an in-person apology from a senior manager and later threatened to confront airline staff.

Photo: AirJapan

Airlines Tighten Conduct Rules

All Nippon Airways said it had been leading industry efforts to address customer harassment through internal and external initiatives. The airline has established procedures for identifying harassment, trained employees to respond to incidents and organised seminars for managers.

ANA said these measures aim to reduce the psychological burden on employees while maintaining a comfortable environment and fair access to services for other passengers.

The airline is also strengthening cooperation between departments so employees can handle difficult interactions with a firm and consistent approach.

Japan Airlines and ANA introduced their conduct guidelines amid wider efforts to establish clearer boundaries for customer behaviour. The policies provide staff with a framework for responding to situations that go beyond ordinary complaints about service disruptions.

The stricter check-in and boarding procedures add another potential point of conflict. Passengers who arrive after deadlines may face refusal of boarding even when they are frustrated by delays on the way to the airport or misunderstand the required procedures.

Photo: ANA

Passenger Frustration Grows

Travel marketing analyst Ashley Harvey, who has worked in Japan’s travel sector for more than 15 years, said inappropriate behaviour had existed for years but was receiving greater attention after the pandemic.

He attributed part of the increase in recorded incidents to stronger awareness and lower tolerance for misconduct across Japanese businesses, SCMP flagged.

Harvey also pointed to growing pressure on passengers, including crowded airports, limited space and the shift towards automated check-in systems. He cautioned against assuming that foreign travellers were responsible for most incidents, noting that domestic flights can be equally busy and delays can provoke confrontation.

Kikuchi suggested that high expectations of customer service could contribute to disrespect towards airline employees. A Japanese cabin crew member also described incidents involving inappropriate touching, shouting, threats, and passengers demanding personal contact details.

The rising number of reported cases highlights the challenge airlines face in balancing customer service with employee safety.

As carriers enforce check-in and boarding rules more consistently, clear communication and firm responses to harassment will remain important to preventing disputes from escalating at airports and onboard aircraft.

Stay tuned with us.
