However, Israeli officials could not identify a funding source for approximately $288 million, leaving a substantial gap in the financing plan.<\/p>\n\n\n\n

The proposal was rejected on the grounds that it conflicted with Israel\u2019s \u201cNumerator\u201d mechanism, which assesses the future budgetary impact of government decisions and requires funding sources to be identified.<\/p>\n\n\n\n

The Ministry of Finance disputed the defense establishment\u2019s account of the Apache deal. <\/p>\n\n\n\n

Its officials said the Ministerial Committee on Procurement had approved the purchase under a framework for which the ministry had prepared funding, but argued that the defense establishment subsequently changed the arrangement.<\/p>\n\n\n\n

The Finance Ministry maintained that departing from the approved framework would violate statutory budget restrictions. <\/p>\n\n\n\n
