The flight was initially delayed because of an unspecified technical problem in the cockpit. By the time the aircraft was ready to depart, thunderstorms had reached Dulles, causing another delay.<\/p>\n\n\n\n<p>Around 3 hours later, the Boeing 777-200ER returned to the gate to refuel. Passengers were given the option to leave the aircraft while ground teams worked on the delayed departure.<\/p>\n\n\n\n<p>The delay also affected the onboard catering. United had to replace the meals because they had been sitting for too long to be served.<\/p>\n\n\n\n<p>About six hours after the delays began, the operating crew reached its duty-time limit. Passengers were required to deplane while United arranged a replacement crew.<\/p>\n\n\n\n<p>The replacement crew eventually boarded, allowing passengers to reboard the aircraft. The aircraft then remained at the gate for about another hour before another technical issue emerged.<\/p>\n\n\n\n<p>One of the aircraft doors was reportedly not sealing properly and required an inspection by maintenance personnel. That was more than 25 hours after UA884 had originally been scheduled to leave Washington.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-aircraft-n798ua-returned-to-service\">Aircraft N798UA Returned to Service<\/h4>\n\n\n\n<p>Flight-tracking data identified the aircraft involved in the original disruption as N798UA, a 28-year-old Boeing 777-200ER delivered to United in 1998.<\/p>\n\n\n\n<p>N798UA did not operate the rescheduled Rome flight. She was also pursuing a full refund from the airline.<\/p>\n\n\n\n<p>The reported voucher was not described as mandatory compensation under U.S. tarmac-delay rules. Those rules require US airlines operating covered flights to provide passengers with an opportunity to deplane before a tarmac delay reaches four hours, subject to exceptions involving safety, security, air-traffic control, and other operational circumstances.<\/p>\n\n\n\n<p>The rules do not automatically require a fixed compensation payment simply because a passenger experiences a lengthy tarmac delay or cancellation.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-refund-rights-after-a-cancellation\">Refund Rights After a Cancellation<\/h4>\n\n\n\n<p>Under US Department of Transportation refund rules, passengers may be entitled to a full refund when an airline cancels a flight and the passenger does not accept the alternative transportation offered.<\/p>\n\n\n\n<p>Passengers who accept a replacement flight generally continue their journey under the new travel arrangement rather than receiving an automatic refund for the canceled itinerary.<\/p>\n\n\n\n<p>The applicable passenger rights can therefore depend on whether the traveler accepted the rebooking and the specific circumstances surrounding the cancellation.<\/p>\n\n\n\n<p>The canceled UA885 service presents a separate passenger-rights issue because it was scheduled to depart from Rome Fiumicino Airport, an EU airport.<\/p>\n\n\n\n<p>EU Regulation 261\/2004 can apply to eligible flights departing from an EU airport, including certain services operated by non-EU airlines.<\/p>\n\n\n\n<p>Depending on the circumstances of the cancellation and whether an applicable exception exists, eligible passengers may qualify for compensation of up to \u20ac600 per passenger.<\/p>\n\n\n\n<p>The reported maximum of \u20ac600 applies to qualifying cases under the regulation.
