The investigation analyzed thousands of flight records, aviation filings, leaked company documents, and emails.<\/p>\n\n\n\n<p>The airline has been sanctioned by the United States, Canada, and Ukraine for supporting Russia\u2019s war effort. The aircraft involved were Soviet-era Ilyushin Il-76 cargo planes capable of carrying heavy equipment and operating from short or unpaved runways.<br>At least three aircraft, <strong>RA-76842, RA-76502 and RA-76846<\/strong>, reportedly followed flight patterns associated with UAE government-sponsored missions from September 2025 onward. Another aircraft, <strong>RA-76834<\/strong>, flew from Sweihan Air Base in the UAE to Bosaso, Somalia, which the investigation describes as an Emirati logistics hub previously associated with weapons shipments into Africa.<\/p>\n\n\n\n<p>The investigation found that many flights began at UAE locations, particularly Al Ain, Abu Dhabi or military facilities. C4ADS analyst Margaux Garcia told Defense News that repeated signal losses involving aircraft from the same airline could indicate deliberate transponder shutdowns rather than ordinary coverage problems.<\/p>\n\n\n\n<p>Defense News built a database containing almost 9,000 flights operated by various shadow airlines since early 2025.<\/p>\n\n\n\n<p>Researchers manually reviewed the flights and used ADS-B and MLAT tracking data alongside local reporting, ground imagery, and satellite imagery. The investigation noted that deliberate obfuscation and limited coverage created gaps in the available flight data.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-africa-routes-form-a-major-part-of-the-network\">Africa Routes Form a Major Part of the Network<\/h2>\n\n\n\n<p>Several tracked flights connected <a href=\"https:\/\/aviationa2z.com\/?s=UAE\" target=\"_blank\" rel=\"noreferrer noopener\">UAE locations<\/a> with destinations in Africa. Ethiopia was a recurring destination, including Harar Meda Air Base and Addis Ababa International Airport. Other aircraft associated with Aviacon Zitotrans were also tracked in Libya, Uganda, the Democratic Republic of Congo and Nigeria.<br>The investigation found that the aircraft&#8217;s missions could not always be attributed to the UAE. Some flights involving African destinations appeared more likely to be connected to Russian operations, even when the aircraft used the UAE as a stopover or logistical hub.<\/p>\n\n\n\n<p>The findings are particularly significant because the UAE and Russia have been involved on opposing sides of Sudan&#8217;s civil war, according to the investigation. The UAE is described as supporting the Rapid Support Forces, while Russia has supported Sudan&#8217;s government and its Sudanese Armed Forces. Leaked internal documents reviewed by Defense News reportedly show the airline transporting military equipment for the Russian government, including combat helicopters, armored personnel carriers and missiles.<\/p>\n\n\n\n<p>The airline itself describes government and military airlifts among its areas of operation. Its Il-76 aircraft are designed to transport heavy and oversized cargo, including armored vehicles, trucks and trailers.<\/p>\n\n\n\n<p>The airline&#8217;s IATA designator is <strong>ZR<\/strong>, while its ICAO designator is <strong>AZS<\/strong>. The ICAO record identifies Air Company Aviacon Zitotrans under the AZS designator, while aviation databases list ZR as its IATA code.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-uae-links-extend-beyond-civilian-airports\">UAE Links Extend Beyond Civilian Airports<\/h2>\n\n\n\n<p>The investigation identified operations from UAE military facilities as well as civilian airports. This distinction matters because the use of military bases can provide an additional indication of government involvement, although the flight records alone do not establish the precise cargo or purpose of every mission.<\/p>\n\n\n\n<p>Al Ain International Airport, which appears repeatedly in the reported flight patterns, has the IATA code <strong>AAN<\/strong>. <a href=\"https:\/\/aviationa2z.com\/?s=Abu+Dhabi\" target=\"_blank\" rel=\"noreferrer noopener\">Abu Dhabi International Airport<\/a>, now known as Zayed International Airport, uses <strong>AUH<\/strong>.<\/p>\n\n\n\n<p>The investigation also identified flights to Chandana Airstrip, also known as Al Habieb Airport, in eastern Pakistan. It reported that the airstrip does not appear in online ICAO or IATA databases or in the cited Pakistan Civil Aviation Authority airport lists. The investigation further states that the three aircraft responsible for most of the apparent UAE-chartered missions are directly listed by the U.S. Office of Foreign Assets Control as blocked property.<\/p>\n\n\n\n<p>Other Aviacon Zitotrans aircraft can also be blocked by extension because of their relationship with the sanctioned company.<\/p>\n\n\n\n<p>The reported UAE use of the airline therefore creates a direct intersection between commercial aviation, sanctions enforcement and government-linked logistics.<\/p>\n\n\n\n<p>The investigation also describes the UAE as a hub for Russian sanctions circumvention and foreign procurement, citing leaked air waybills that reportedly showed Western goods, including sanctioned electronics, being procured through the Gulf state.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-uae-and-airline-responses\">UAE and Airline Responses<\/h2>\n\n\n\n<p>Defense News contacted UAE diplomatic and government offices, including the UAE embassies in Vienna and Washington, the Abu Dhabi Media Office and the UAE foreign ministry. The investigation states that these entities did not respond to requests for comment. Aviacon Zitotrans also did not respond.<\/p>\n\n\n\n<p>The available evidence therefore establishes documented flight patterns and corporate links, but it does not publicly establish the exact cargo carried on every UAE-linked flight. Defense News reported that the UAE also operates cargo aircraft through front companies and ostensibly civilian charter operators on similar missions, with further investigation planned.<\/p>\n\n\n\n<p>The airline&#8217;s previous Russia-linked missions also extend beyond Africa. Defense News previously reported an Aviacon Zitotrans Il-76 mission to Venezuela in October 2025 and later reported that the aircraft had delivered a Russian air defense system to Caracas. The investigation noted that intermediary refueling stops can be necessary for long-distance Il-76 operations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-the-flight-records-show\">What the Flight Records Show<\/h2>\n\n\n\n<p>The investigation presents a pattern rather than a single flight as the central finding. Repeated UAE departures, military and civilian airfield use, African destinations, transponder gaps and the involvement of aircraft linked to a sanctioned Russian cargo airline collectively form the basis for the reported UAE connection.<\/p>\n\n\n\n<p>The findings also highlight the difficulty of tracking sanctioned cargo operators. Aircraft can operate through multiple jurisdictions, use civilian or military facilities, lose publicly visible transponder coverage, and conduct missions whose cargo cannot be independently identified from flight data alone.<\/p>\n\n\n\n<p>Stay tuned with us.
