way deadhead seats are actually assigned, after the Association of Flight Attendants-CWA (AFA) confirmed that a long-running grievance did not secure access to United Premium Plus ahead of Economy Plus.

United operates Premium Plus as an elevated economy product on selected international and domestic routes.

The dispute concerns deadheading, when flight attendants travel as passengers for operational assignments, rather than commuting or using employee travel benefits, and centers on how the current contract defines their booking priority at airports including Chicago O’Hare International Airport (ORD).

<figure flight attendant agreement states that crew members will be booked in business class on three-class aircraft when available.

If business class is unavailable, the provision says they will be booked in premium economy, with aisle seats receiving priority over window and other available seats.

The wording predates United Premium Plus, which the airline introduced in 2018.

United describes Premium Plus as a premium economy offering with larger seats, greater recline, enhanced dining and additional amenities, while Economy Plus provides additional space within the economy cabin.

AFA’s 2022 grievance challenged United’s practice of assigning Economy Plus before Premium Plus.

The System Board of Adjustment determined that Premium Plus was a new product introduced after the contract language had been negotiated, creating a gap that the arbitrator said could not be filled by imposing an obligation that the parties had not agreed to.

Deadhead Booking Rules

AFA’s September 24, 2026 notice says the union attempted during the grievance to obtain language guaranteeing the highest-level or best available seat.

However, the arbitrator found no evidence that either side had contemplated a product above Economy Plus when the original agreement was negotiated.

Under the application described by AFA, deadheading flight attendants on routes where Premium Plus is sold as an elevated economy product are assigned seats in a specific order.

Economy Plus aisle and window seats come first, followed by Premium Plus aisle and window seats, then other Economy Plus and economy seats.

The notice also says flight attendants are placed on the upgrade list in seniority order. If eligible seats remain, upgrades can include United Polaris business class and Premium Plus when it is sold as an elevated economy product.

Photo: Clément Alloing

New Contract Leaves Issues

The dispute became a bargaining issue again when the union negotiated a successor agreement. AFA said the booking language remained unchanged because surveys of flight attendant priorities did not show that deadhead seating had become a majority priority.

As a result, the current contract retains the language and established application that followed the arbitration decision.

The union’s latest explanation therefore clarifies why the wording promising premium economy does not automatically place a deadheading flight attendant in Premium Plus, View from the Wing flagged.

The issue is particularly relevant on long-haul aircraft where United offers several distinct cabin products.

For example, the airline’s newer 787-9 configuration includes Polaris, Premium Plus, Economy Plus, and standard Economy seats, illustrating the multiple seating products that can exist within a single aircraft.

For flight attendants, the practical result is that Premium Plus can remain available through the established booking and upgrade process, but it does not receive automatic priority over Economy Plus under the current deadhead rules.

Stay tuned with us.
