The individuals were granted anonymity because they were discussing private conversations.<\/p>\n\n\n\n<p>The parts were being transported by an intermediary on behalf of <a href=\"https:\/\/aviationa2z.com\/index.php\/tag\/lockheed-martin\/\">Lockheed Martin<\/a>, the manufacturer of the F-35.<\/p>\n\n\n\n<p>Instead of continuing toward the United States, the shipment ended up in Hong Kong. The reason for the diversion remains unclear, as does the identity of whoever currently possesses the equipment.<\/p>\n\n\n\n<p>The Pentagon has confirmed the disappearance of some components. The F-35 Joint Program Office said it was aware of a shipment issue involving unserviceable F-35 Lightning II components and said it was working with US authorities and industry partners to retrieve the equipment, investigate what happened and strengthen safeguards.<\/p>\n\n\n\n<p>The incident also prompted an ongoing series of briefings for congressional staff serving key national security committees<\/p>\n\n\n\n<p>According to the people familiar with the matter, Pentagon and State Department officials first briefed congressional staff in June, with additional briefings expected.<\/p>\n\n\n\n<p>The potential security concern centers on the type of equipment involved rather than simply on its commercial value. The canopy covers the cockpit and contributes to the aircraft&#8217;s low-observable design.<\/p>\n\n\n\n<p>The canopy is an acrylic bubble coated with a thin layer of transparent radar-absorbent material. That coating helps reduce the aircraft&#8217;s radar signature and forms part of the F-35&#8217;s stealth protection.<\/p>\n\n\n\n<p>The coating can degrade with time, which creates a need for canopy repair or replacement. The source material states that more than 1,300 F-35 aircraft had been produced for the United States and its allies, creating an ongoing requirement for specialized maintenance support.<\/p>\n\n\n\n<p>The concern is that a physical canopy could potentially be studied by an adversary. J.J. Gertler, a former House Armed Services Committee staff member and Congressional Research Service military aviation analyst, said China has sought F-35 information through electronic espionage and other methods.<\/p>\n\n\n\n<p>He also noted that possessing an actual component could allow an adversary to verify or refine information already obtained about the technology.<\/p>\n\n\n\n<p>Those comments describe a potential intelligence value, not evidence that China has obtained the parts. The statement did not explain why the shipment was diverted or identify the current location of every missing component.<\/p>\n\n\n\n<p>Lockheed Martin declined to discuss the status of specific shipments because of security considerations.<\/p>\n\n\n\n<p>The company said it follows all US regulations governing the shipment of aircraft components and emphasized that its teams apply safeguards to protect the F-35 program and its allied partners.<\/p>\n\n\n\n<p>The State Department declined to comment. The program depends on maintenance facilities, warehouses, manufacturers and commercial transportation providers operating across several countries.<\/p>\n\n\n\n<p>Participating nations have access to a shared global pool of spare parts. The original reporting identified the United States, United Kingdom, Australia, Denmark, Norway and Poland among the countries involved in the program.<\/p>\n\n\n\n<p>The Defense Department owns spare parts in the shared pool until they are installed on an aircraft, while Lockheed Martin manages the program&#8217;s overall supply chain and uses commercial shipping providers to transport components.<\/p>\n\n\n\n<p>Australia operates F-35 maintenance depots, but the reporting said none of those facilities were yet capable of repairing canopies. That helps explain why a damaged or unserviceable canopy might need to be sent to another location for specialized work.<\/p>\n\n\n\n<p>The international structure allows parts to be positioned closer to operators, but it also creates more logistical handoffs. The F-35 Joint Program Office did not enter those parts into an accountable property system capable of capturing real-time changes to property records, leaving prime contractors to maintain key inventory information.<\/p>\n\n\n\n<p>GAO found that one F-35 prime contractor had incurred losses of more than 1 million spare parts worth more than $85 million from May 2018 through October 2022. The F-35 Joint Program Office had reviewed less than 2 percent of those losses. GAO also found that roughly 940,000 spare parts worth more than $66 million had not been reported to the Joint Program Office for adjudication as of October 2022.<\/p>\n\n\n\n<p>The report identified specific examples, including 34 actuator doors worth more than $3.2 million and 14 batteries worth more than $2.1 million that had been lost without being reported to the Joint Program Office for review. GAO said the Pentagon lacked assurance that losses and disposition of spare parts were being accurately reported and tracked.<\/p>\n\n\n\n<p>The accountability problem is significant because the Department of Defense relies on contractors to maintain information about government-owned F-35 parts. Across the fleet, the mission-capable rate fell from 67 percent in fiscal year 2021 to 44 percent in fiscal year 2025. The full-mission-capable rate fell from 38 percent to 25 percent over the same period.<\/p>\n\n\n\n<p>GAO said the F-35 program continues to face challenges involving spare-parts availability, maintenance practices and industrial capacity. The Joint Program Office has launched an updated sustainment strategy known as the Global Support Solution Reset, which includes an estimated $13.7 billion in additional funding requirements through fiscal year 2031.<\/p>\n\n\n\n<p>These readiness figures provide broader context for the significance of the supply chain.
