The plan calls for new point-defense weapons, a dedicated career field and faster acquisition.<\/p>\n\n\n\n<p>The issue has become more urgent after attacks involving US forces in the Middle East and repeated drone incursions at American bases. Adan Cazarez (DVIDS)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-air-force-moves-to-strengthen-base-defense\">Air Force Moves to Strengthen Base Defense<\/h2>\n\n\n\n<p>The US Air Force is taking steps to build a stronger organic capability to defend its bases against missiles, drones and other aerial threats.<\/p>\n\n\n\n<p>The effort follows hard-learned lessons from recent combat and growing concern about future conflicts with heavily armed peer competitors such as China and Russia. The service has also faced increasing concern over the protection of installations inside the United States.<\/p>\n\n\n\n<p>Air Force Chief of Staff Gen. Kenneth S. Wilsbach said the service can no longer assume that its bases will operate from a position of safety.<\/p>\n\n\n\n<p>\u201cFor decades, American air and space power has often operated from a position of sanctuary. Those days are over,\u201d Wilsbach said during a keynote address at the Air &amp; Space Forces Air, Space and Cyber Symposium.<\/p>\n\n\n\n<p>He said point defense must become a core element of air and space power rather than a secondary responsibility.<\/p>\n\n\n\n<p>\u201cWe can no longer treat point defense as a side hustle. We must make it a core function of air and space power,\u201d he said.<\/p>\n\n\n\n<p>The comments came as the Air Force works to improve its organic ability to defend air bases and has developed new doctrine to support that mission.<\/p>\n\n\n\n<p>The conflict with Iran highlighted weaknesses in the US ability to provide effective and sustained air defense for overseas installations.<\/p>\n\n\n\n<p>U.S. bases in the region sustained significant damage during Iranian attacks, raising questions about whether existing defenses can protect personnel, aircraft and infrastructure during prolonged missile and drone campaigns.<\/p>\n\n\n\n<p>A fatal Iranian attack on Muwaffaq Salti Air Base in Jordan in July illustrated the danger. Video from the incident showed several Iranian medium- to intermediate-range ballistic missiles striking the installation. At least 2 American servicemembers were killed and several others were injured.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-x wp-block-embed-x\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Video captures the moment that several Iranian medium to intermediate-range ballistic missiles struck Muwaffaq Salti Air Base in Jordan overnight, killing at least two and injuring several other American Servicemembers. <a href=\"https:\/\/t.co\/cJz39E1LvP\">pic.twitter.com\/cJz39E1LvP<\/a><\/p>&mdash; OSINTdefender (@sentdefender) <a href=\"https:\/\/x.com\/sentdefender\/status\/2078537553708273735?ref_src=twsrc%5Etfw\">July 18, 2026<\/a><\/blockquote><script async src=\"https:\/\/platform.x.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>Wilsbach directly acknowledged that stronger base defenses might have reduced the damage.<\/p>\n\n\n\n<p>\u201cSo, if we had more robust base defense, perhaps those bases wouldn\u2019t have been as damaged as they were,\u201d he said.<\/p>\n\n\n\n<p>The general also pointed to Israel as an example of the value of layered air defense. He said Israel&#8217;s more robust defensive network limited the effects of incoming attacks and helped maintain the ability to continue generating airpower.<\/p>\n\n\n\n<p>The lesson for the Air Force is operational as well as defensive. A base that can absorb or defeat incoming threats can continue supporting combat operations instead of allowing repeated attacks to disrupt aircraft generation and personnel operations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-new-point-defense-system\">New Point Defense System<\/h2>\n\n\n\n<p>Wilsbach outlined two immediate initiatives designed to strengthen Air Force base defense.<\/p>\n\n\n\n<p>The first is the creation of a Point Defense Weapon System that will combine kinetic and non-kinetic capabilities to protect air bases.<\/p>\n\n\n\n<p>The Air Force has not publicly disclosed the system&#8217;s final configuration. Its broader effort, however, includes several possible technologies for defending installations against drones, cruise missiles, rockets and other threats.<\/p>\n\n\n\n<p>The service recently sought information on an anti-aircraft gun system that could help defend air bases around the world, particularly against drones and cruise missiles. The concept was introduced through a Request for Information posted on the government&#8217;s contracting website and forms part of a wider effort to give the Air Force a larger role in ground-based air defense, or GBAD.<\/p>\n\n\n\n<p>The Air Force currently lacks its own comparable organic ground-based air-defense systems. Much of that mission has traditionally been performed by the U.S. Army.<\/p>\n\n\n\n<p>According to <a href=\"https:\/\/www.twz.com\/air\/air-force-announces-new-plans-to-take-over-defending-its-own-bases-from-aerial-attack\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">TWZ<\/a>, Army systems that can contribute to the wider defensive network include Patriot surface-to-air missile batteries and the Avenger system mounted on Humvee-based platforms. The Terminal High Altitude Area Defense (THAAD) system provides broader protection against ballistic missile threats.<\/p>\n\n\n\n<p>Shorter-range systems also address specific threats. The service plans to begin by assigning trained personnel to the bases considered most critical to protect before expanding the capability more broadly.<\/p>\n\n\n\n<p>The long-term objective is to have trained point-defense personnel across the Air Force&#8217;s base network.<\/p>\n\n\n\n<p>\u201cDon\u2019t you think we ought to have them at every base?\u201d Wilsbach said when asked about the future of point defenders.<\/p>\n\n\n\n<p>His answer reflected the central logic behind the initiative. If every major installation could face an aerial threat, each installation needs personnel who understand how to defend it.<\/p>\n\n\n\n<p>For now, the Air Force plans to concentrate the new capability at its most critical bases and expand from there.<\/p>\n\n\n\n<p>Wilsbach linked the effort directly to combat readiness. Protecting the force and generating combat power, he said, cannot be separated because personnel must be trained and equipped to continue fighting from the opening moments of a conflict.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-hardened-shelters-are-not-air-force-s-main-priority\">Hardened Shelters Are Not Air Force&#8217;s Main Priority<\/h2>\n\n\n\n<p>The Air Force is not relying primarily on hardened aircraft shelters to solve the base-defense problem.<\/p>\n\n\n\n<p>Wilsbach has long questioned whether large investments in hardened aircraft shelters provide sufficient value in a conflict where the service may not know exactly where it will operate.<\/p>\n\n\n\n<p>He acknowledged that hardened shelters can make sense when commanders know where forces will fight. Deeply buried facilities can provide even greater protection.<\/p>\n\n\n\n<p>The problem is flexibility. A permanent hardened facility may offer limited value if aircraft and personnel operate somewhere else during a future conflict.<\/p>\n\n\n\n<p>Wilsbach argued that mobile defensive systems could provide better value in a resource-constrained environment because the same systems could be moved to locations where threats are highest.<\/p>\n\n\n\n<p>He also said an above-ground hardened shelter could still be vulnerable to attack. PAEs were established as a central element of the Department&#8217;s move away from the traditional Defense Acquisition System and toward the Warfighting Acquisition System.<\/p>\n\n\n\n<p>SECWAR directed that transformation on 7 November 2025. The reform is intended to align acquisition authority and integration more closely with the point of execution and improve the ability to deliver operational outcomes.<\/p>\n\n\n\n<p>Under the new model, acquisition leadership is organized around capability portfolios rather than individual programs alone. The stated goals include better integration, faster decision-making and stronger focus on outcomes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-pae-transformation-began-with-5-tranche-1-portfolios\">PAE Transformation Began With 5 Tranche 1 Portfolios<\/h2>\n\n\n\n<p>The Air Force agreed that its existing Program Executive Officer portfolios were already sufficiently aligned with the new structure and that integrating the PEO function would be critical.<\/p>\n\n\n\n<p>The initial transition created 5 Tranche 1 PAEs:<\/p>\n\n\n\n<p>DAF PEO Command, Control, Communications and Battle Management (C3BM), PEO Fighters and Advanced Aircraft (F&amp;AA), PEO Nuclear Command, Control and Communications (NC3), PEO Propulsion, and PEO Weapons.<\/p>\n\n\n\n<p>The Air Force planned to transition its remaining PEO portfolios to PAE organizations after applying lessons from Tranche 1.<\/p>\n\n\n\n<p>The service also planned to deliver its PAE transformation plan to OSW on 6 January 2026 and then spend the following year assessing, testing and transferring authorities to support PAE execution.<\/p>\n\n\n\n<p>The process calls for Tiger Teams led by PAEs or PEOs and composed of representatives from AQ, Air Staff, major commands, System Centers and functional communities.<\/p>\n\n\n\n<p>That structure matters to base defense because a potential base-defense PAE could bring multiple capabilities under one acquisition portfolio instead of treating each defensive technology as an isolated procurement effort.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"667\" src=\"https:\/\/aviationa2z.com\/wp-content\/uploads\/2026\/09\/Ballistic-Missile.webp\" alt=\"\" class=\"wp-image-157773\" srcset=\"https:\/\/aviationa2z.com\/wp-content\/uploads\/2026\/09\/Ballistic-Missile.webp 1000w, https:\/\/aviationa2z.com\/wp-content\/uploads\/2026\/09\/Ballistic-Missile-300x200.webp 300w, https:\/\/aviationa2z.com\/wp-content\/uploads\/2026\/09\/Ballistic-Missile-768x512.webp 768w, https:\/\/aviationa2z.com\/wp-content\/uploads\/2026\/09\/Ballistic-Missile-150x100.webp 150w, https:\/\/aviationa2z.com\/wp-content\/uploads\/2026\/09\/Ballistic-Missile-450x300.webp 450w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><figcaption class=\"wp-element-caption\">Army photo by Capt. Adan Cazarez (US Air Force)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-new-base-defense-office\">New Base Defense Office<\/h2>\n\n\n\n<p>Meink acknowledged that creating a new PAE would not be cost-free.<\/p>\n\n\n\n<p>A dedicated portfolio would require additional personnel, infrastructure and administrative support. The Air Force therefore does not appear ready to establish a new base-defense PAE immediately.<\/p>\n\n\n\n<p>Meink said the service is moving toward greater focus on defending Airmen and Guardians wherever they operate, including inside the United States.<\/p>\n\n\n\n<p>The decision will depend on whether the operational and acquisition benefits of a dedicated organization justify the additional overhead.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-drone-incursions-raised-concern\">Drone Incursions Raised Concern<\/h2>\n\n\n\n<p>The base-defense problem is not limited to overseas operations.<\/p>\n\n\n\n<p>Drone incursions at US military installations have highlighted vulnerabilities in domestic airspace security.<\/p>\n\n\n\n<p>The issue received particular attention in December 2023, when Langley Air Force Base in Virginia experienced mysterious drone incursions for much of the month. The nature of those flights remains publicly unknown.<\/p>\n\n\n\n<p>Other US bases have also experienced drone activity.<\/p>\n\n\n\n<p>Barksdale Air Force Base in Louisiana is especially significant because it is home to B-52 Stratofortress bombers and nuclear weapons storage facilities. It also plays a key role in the airborne component of the US nuclear triad.<\/p>\n\n\n\n<p>Drone incursions have also been reported over US military installations in Europe, expanding the issue beyond a limited number of locations.<\/p>\n\n\n\n<p>These incidents demonstrate that base defense is both an overseas and domestic security problem.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-peer-conflict-could-put-more-bases-at-risk\">Peer Conflict Could Put More Bases at Risk<\/h2>\n\n\n\n<p>The urgency becomes greater when the Air Force considers a potential conflict with China or Russia.<\/p>\n\n\n\n<p>A peer-level war could expose a much larger number of U.S. air bases to coordinated attacks involving ballistic missiles, cruise missiles, drones and other weapons.<\/p>\n\n\n\n<p>Such a conflict would require more defensive systems deployed across more locations while also demanding that aircraft operations continue under persistent attack.<\/p>\n\n\n\n<p>The challenge would not be limited to procuring weapons. The need for additional short-range air defense (SHORADS) capabilities has also remained a longstanding concern.<\/p>\n\n\n\n<p>Those limitations create another reason for the Air Force to strengthen its own ability to protect critical installations.<\/p>\n\n\n\n<p>The emerging model is therefore not simply a replacement for Army air defense. The new career field would provide trained operators. The acquisition reform would seek to deliver those capabilities more quickly and integrate them across the force.<\/p>\n\n\n\n<p>The approach also reflects a wider change in operating assumptions. Air bases can no longer be treated as guaranteed sanctuaries when adversaries can use relatively inexpensive drones alongside ballistic and cruise missiles.<\/p>\n\n\n\n<p>The effectiveness of the new strategy will depend on how quickly the Air Force can move from doctrine and planning to fielded systems, trained personnel and reliable operational integration.<\/p>\n\n\n\n<p>Recognizing the vulnerability is the first step.
