Southwest Airlines operates from Dallas Love Field (DAL)<\/strong>, while its flight attendants<\/a> are represented nationally by TWU International<\/strong>. The parent union has assigned Vice President Gary Peterson to oversee Local 556 and examine its finances.<\/p>\n\n\n\n

Southwest TWU International Steps In at Local 556<\/h2>\n\n\n\n

TWU International has intervened in the affairs of Local 556 after months of internal disputes involving leadership, dues, disciplinary proceedings, and questions about how vacant union positions are filled.<\/p>\n\n\n\n

On September 11, 2026, TWU International<\/a> announced that Vice President Gary Peterson<\/strong> would work with and oversee Local 556. His responsibilities include advising the local board and reviewing its financial operations.<\/p>\n\n\n\n

The intervention follows an explicit warning that internal disputes are creating an unnecessary distraction from the union’s responsibility to represent Southwest flight attendants.<\/p>\n\n\n\n

In a September 7 letter, TWU International said it had received multiple letters questioning the local’s process for filling vacant leadership positions. The international union said it would determine whether the practice complies with the TWU Constitution.<\/p>\n\n\n\n

Local 556 has used a system in which a vacant position can be filled by the next-highest vote getter from the previous election. That means a candidate who previously lost an election could later assume office when another official leaves.<\/p>\n\n\n\n

Critics have questioned whether this process is consistent with the union’s broader principle of majority rule because members do not necessarily cast a new ballot when a leadership vacancy occurs.<\/p>\n\n\n\n

The TWU Constitution allows certain exceptions to majority rule when its provisions or local bylaws permit them. It also provides for a vice president to succeed a departing president. On September 3, TWU International ended longtime representative Thom McDaniel’s assignment to Local 556, citing a shift in representational responsibilities. McDaniel previously served as president of Local 556 before working for TWU International.<\/p>\n\n\n\n

The change came shortly before the international union disclosed that members had raised questions about the local’s leadership succession process.<\/p>\n\n\n\n

Local 556 has also faced criticism over disciplinary proceedings involving flight attendants who advocated for different union representation.<\/p>\n\n\n\n

Four Southwest flight attendants previously faced disciplinary charges after supporting an alternative to Local 556. The original complainant later withdrew the allegations, saying the proceedings could divide members and divert union resources.<\/p>\n\n\n\n

The matter became more contentious after a union officer was accused of obtaining the withdrawn allegations and refiling them under her own name. The allegations resulted in claims involving retaliation and the misuse of confidential records, along with demands for an audit of dues used in the proceedings.<\/p>\n\n\n\n

Local 556 previously declined to comment on internal member matters.<\/p>\n\n\n\n

Flight Attendants Rejected Several Dues Increases<\/h2>\n\n\n\n

Union dues have also been a major source of tension between Local 556 and its members.<\/p>\n\n\n\n

Southwest flight attendants rejected three proposed monthly assessment increases. The proposals sought additional payments of $11, $8 and $7 per month.<\/p>\n\n\n\n

A fourth proposal sought an additional $5 per month to support contract negotiations.<\/p>\n\n\n\n

The fourth vote was restricted to members attending meetings in person, without an online or mail ballot option. Because Southwest flight attendants work across the country, requiring physical attendance can make participation more difficult.<\/p>\n\n\n\n

Repeated attempts to increase dues have added to broader concerns among members about union spending and financial management.<\/p>\n\n\n\n

Union Financial Position Has Come Under Scrutiny<\/h2>\n\n\n\n

Labor Department filings show that Local 556’s financial position changed significantly between 2023 and 2025.<\/p>\n\n\n\n

Another major financial issue involves former Southwest flight attendant Charlene Carter.<\/p>\n\n\n\n

Carter had opposed union leadership<\/a> and objected to union spending connected to the 2017 Women’s March. She also sent graphic anti-abortion messages to the union president.<\/p>\n\n\n\n

Southwest fired Carter after pressure from the union, leading to a legal dispute. Carter ultimately regained her job and received a combined payment of $946,102.87 from Southwest and the union.<\/p>\n\n\n\n

The union’s share was $473,051.<\/p>\n\n\n\n
