Rising demand, limited infrastructure and repeated disruptions have increased pressure to develop another major airport.<\/p>\n\n\n\n<p>More than 17 years after the government first began pursuing a supplementary airport, Israel still has no second international gateway. The government says Ben Gurion\u2019s maximum capacity could eventually limit passenger growth and contribute to higher living costs, while the Finance Ministry warned in the Knesset that delays in developing a supplementary airport could create a severe shortage of aviation supply and sharply increase ticket prices.<\/p>\n\n\n\n<p>The government\u2019s current decision calls for supplementary international airports in the north and south to be advanced in parallel to prepare for a potential aviation capacity crisis.<\/p>\n\n\n\n<p>Recent disruptions have shown why the issue is not only about future demand. In 2026, large numbers of <a href=\"https:\/\/aviationa2z.com\/index.php\/tag\/us-military\/\">US military<\/a> refueling aircraft occupied valuable space at Ben Gurion, creating pressure on airport parking and civilian flight operations during the peak summer season.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.calcalistech.com\/ctechnews\/article\/v5cffdckr\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">CTech<\/a> reported that the congestion threatened widespread cancellations, highlighting how quickly a single major airport can become vulnerable when military and civilian requirements compete for the same infrastructure.<\/p>\n\n\n\n<p>The government has now changed its preferred southern site and is pushing 2 locations forward at the same time. North or South?<\/h2>\n\n\n\n<p>For years, the main options were Ramat David in the north and Nevatim in the south. In January 2024, the government decided to advance both sites and said the supplementary airport would be established and operated with private-sector participation.<\/p>\n\n\n\n<p>Ramat David faced opposition from residents concerned about quality of life, agriculture and the area\u2019s ecological balance. Nevatim initially received support from local authorities, but opposition from southern communities later helped keep the site in the debate.<\/p>\n\n\n\n<p>In February 2026, the government replaced Nevatim with Ziklag in the Negev while continuing to advance Ramat David. Both sites were ordered to move forward in parallel and without delay.<\/p>\n\n\n\n<p>The change created a new location debate rather than ending the old one. What Are Security and Airspace Issues?<\/h2>\n\n\n\n<p>A civilian airport needs extensive airspace, defined flight paths and close coordination with military aviation. Nevatim was complicated by the existing military airbase, and strong IDF opposition became a major factor in removing it from consideration.<\/p>\n\n\n\n<p>Ziklag creates a different concern because it is located within the same airspace as Ben Gurion. The 2 airports could constrain one another through their flight paths, which could limit how much additional capacity Ziklag actually provides.<\/p>\n\n\n\n<p>Ramat David also requires coordination with the Defense Ministry and military aviation.<\/p>\n\n\n\n<p>The security question is therefore not only whether an airport can be built. Who Will Build and Operate It?<\/h2>\n\n\n\n<p>The government has chosen private-sector participation as the basis for construction and operation.<\/p>\n\n\n\n<p>The Finance Ministry supports a concession model in which a private company would build and operate the airport under Airports Authority supervision. It argues that private participation could improve efficiency, reduce costs and increase competition.<\/p>\n\n\n\n<p>The Airports Authority has questioned whether the proposed framework resolves enough fundamental issues to attract bidders. It also argues that national airports cannot always be treated like ordinary commercial businesses because military emergencies can shut down Israeli airspace.<\/p>\n\n\n\n<p>The dispute is also about risk. Who Will Pay?<\/h2>\n\n\n\n<p>A new international airport would be a multibillion-shekel infrastructure project. The government is moving toward private financing through a concession model, but the state would still need to support regulation, security and connecting infrastructure such as roads, rail and public transport.<\/p>\n\n\n\n<p>The financing question is closely linked to execution. Israel has already spent more than 17 years trying to advance one supplementary airport, raising doubts about how realistic it is to develop multiple airport projects while the government is also managing major investments in transport, water, energy and technology infrastructure.<\/p>\n\n\n\n<p>The issue is therefore not simply whether Israel can afford another airport. Will Airlines and Passengers Use It?<\/h2>\n\n\n\n<p>Israel\u2019s aviation market has been difficult to forecast because of COVID-19, wars, periods of closed airspace, foreign-airline withdrawals and sharp changes in passenger demand.<\/p>\n\n\n\n<p>An optimistic forecast could leave Israel with an expensive airport that is underused. A conservative forecast could leave the country short of capacity again.<\/p>\n\n\n\n<p>Ramon Airport provides a warning. Its relatively low passenger volumes show how difficult it can be to attract international airlines to a distant airport, especially when Ben Gurion is closer to Israel\u2019s main population centers.<\/p>\n\n\n\n<p>A new airport therefore needs more than runways and terminals. It has also chosen a private-sector concession model and begun the legislative process needed to make that model operational.<\/p>\n\n\n\n<p>The remaining obstacles are tightly connected.<\/p>\n\n\n\n<p>The location must work within Israel\u2019s military and civilian airspace. The operating model must attract credible bidders. The financing structure must allocate risk realistically. Supporting roads and public transport must be delivered on time. Most importantly, airlines and passengers must be willing to use the final airport.<\/p>\n\n\n\n<p>Recent disruption at Ben Gurion has strengthened the case for a more resilient aviation network. US military aircraft occupying airport space during a period of heavy summer demand showed how quickly infrastructure constraints can spill into commercial aviation.<\/p>\n\n\n\n<p>Israel\u2019s experience with airspace closures and airline suspensions has also shown that a system built around one primary international gateway has limited redundancy.<\/p>\n\n\n\n<p>The government therefore faces a narrow path.<\/p>\n\n\n\n<p>Building too slowly risks allowing Ben Gurion capacity constraints to become a direct economic problem. Building the wrong airport, however, could leave Israel with an expensive facility that airlines and passengers do not fully use.<\/p>\n\n\n\n<p>After more than 17 years of planning, the central question is no longer whether Israel needs another airport.
