However, Heathrow has warned that private investment in the expansion depends on the Civil Aviation Authority (CAA) permitting higher passenger charges during the construction period.<\/p>\n\n\n\n<p>Currently, Heathrow collects an average passenger charge of <strong>\u00a326.57<\/strong> for every departing traveler, making it one of the most expensive major airports globally. Comparable international hub airports charge an average of <strong>approximately \u00a322.27 per passenger<\/strong>, <a href=\"https:\/\/www.paddleyourownkanoo.com\/2026\/07\/16\/british-airways-owner-makes-plea-to-andy-burnham-to-cap-heathrow-passenger-charges-before-49-billion-third-runway-project-gets-underway\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">PYOK<\/a> flagged.<\/p>\n\n\n\n<p>Between 2027 and 2031, Heathrow wants that average fee to increase to \u00a333.80. Proposed measures include tighter controls on cost overruns and wider use of competitive tendering throughout the expansion process.<\/p>\n\n\n\n<p>The CAA recently concluded a consultation on the funding framework and is expected to publish an update later this month.
