In its fiscal 2027 budget documents, the service calls the program &#8220;the forge that ensures American pilots remain the most capable and best-trained aviators in the world.&#8221;<\/p>\n\n\n\n<p>The total <strong>$9.9 billion<\/strong> request breaks down into three components. Active-Duty flying hours account for $7.4 billion, up from $6.1 billion budgeted in fiscal 2026.<\/p>\n\n\n\n<p>The Air National Guard receives $1.6 billion, while the Air Force Reserve gets $867 million. This funding covers fuel, spare parts, and consumable supplies needed by pilots and maintenance crews.<\/p>\n\n\n\n<p>The planned 1.147 million hours for 2027 represent roughly 65,000 more hours than the current fiscal year&#8217;s budget. In 2019, the service budgeted 1.45 million hours but flew only about 1.2 million. In 2025, pilots flew slightly more than 1.01 million hours against a budget of nearly 1.07 million.<\/p>\n\n\n\n<p>Active-Duty flying hours fell 10 percent below the 886,000 hours budgeted for 2025. The Air Force Reserve slightly exceeded its budgeted hours, and Air National Guard pilots flew 28 percent above their allotted amount.<\/p>\n\n\n\n<p>This pattern led officials to scale back budget requests starting in 2024, when they set a more realistic target of 1.07 million hours.<\/p>\n\n\n\n<p>John Venable, a former <a href=\"https:\/\/aviationa2z.com\/index.php\/tag\/f-16-fighting-falcon\/\" target=\"_blank\" rel=\"noreferrer noopener\">F-16<\/a> pilot and senior resident fellow at the Mitchell Institute for Aerospace Studies, doubts the Air Force will reach its 1.1 million-hour goal. Trainer aircraft, specifically the T-7A Red Hawk jet trainer, account for 300,000 hours.<\/p>\n\n\n\n<p>Combat aircraft such as the F-22 Raptor, <a href=\"https:\/\/aviationa2z.com\/index.php\/tag\/f-35\/\">F-35A Joint Strike Fighter<\/a>, and the bomber force receive 229,000 hours. Global mobility flights take 306,000 hours.<\/p>\n\n\n\n<p>The Air Force also plans to spend $174 million in mandatory reconciliation funds on F-35 flying hour requirements, up from $160 million provided by Congress in 2026. The service faces a shortage of maintenance personnel on the flightlines, insufficient spare parts and consumables, and a fleet gap as aging aircraft retire faster than replacements arrive.<\/p>\n\n\n\n<p>He notes that the Air National Guard&#8217;s pattern of exceeding budgeted hours likely results from Guard fighter units frequently deploying on operational missions.<\/p>\n\n\n\n<p>For Active-Duty units, however, repeated underperformance creates a cycle where non-flying duties consume time that pilots need for cockpit training.<\/p>\n\n\n\n<p>Venable emphasizes that the problem is systemic rather than individual.
