Under a 1994 bilateral agreement, adding Berlin would require dropping one of these four cities.

Since the launch of its Frankfurt flights in 1987, Emirates has gradually expanded its German network in line with passenger demand, yet its push for Berlin access has been repeatedly restricted.

Lufthansa (LH) previously argued that allowing Emirates into Berlin would create an imbalance in the allocation of slots.

Emirates countered that western Germany benefits from about 180 daily long-haul departures, while Berlin and eastern federal states remain significantly underserved. This imbalance, rooted in historical divisions, continues to affect the region’s economic potential.

Passenger traffic at Berlin Brandenburg Airport reached 25.47 million in 2024, a 10.4 percent increase from the previous year.

However, industry leaders maintain that the airport still lacks sufficient global connections.

Robert Ruckel, vice president of the Berlin Chamber of Commerce and Industry, stated that Berlin has long-haul access comparable to a provincial town, which limits trade fairs, tourism development, and business settlement opportunities.

Eurowings A320 at EuroAirport;
