DUBLIN\u2013<\/strong> Europe’s largest LCC, Ryanair (FR)<\/a>, CEO Michael O\u2019Leary has intensified his criticism of Austria\u2019s aviation policies, calling Chancellor Christian Stocker \u201clazy\u201d amid a dispute over the country\u2019s flight taxes.<\/p>\n\n\n\n

The confrontation escalated after Ryanair cut back operations at Vienna International Airport (VIE), citing high airport access costs and what O\u2019Leary called Austria\u2019s \u201charmful\u201d aviation tax. The \u20ac12-per-passenger levy, among Europe\u2019s highest, has already prompted several low-cost carriers to reconsider their Austrian operations.<\/p>\n\n\n\n

Ryanair CEO Criticizes Austria<\/h2>\n\n\n\n

Tensions began in September when Ryanair reduced its presence at Vienna International Airport (VIE)<\/a>, a move it attributed to excessive airport fees and Austria\u2019s aviation tax, introduced in 2010 and increased in 2020.<\/p>\n\n\n\n

The \u20ac12 tax per passenger ranks as the third-highest in Europe, according to Ryanair, significantly impacting budget airlines\u2019 competitiveness.<\/p>\n\n\n\n

O\u2019Leary revealed that Ryanair had presented an investment plan worth \u20ac1 billion to the Austrian government, which included basing ten additional Boeing 737 aircraft<\/a> in Vienna and creating over 500 jobs. However, he said the proposal received little attention from Chancellor Stocker and Infrastructure Minister Peter Hanke.<\/p>\n\n\n\n

At the meeting, O\u2019Leary claimed, Stocker described Ryanair\u2019s plan as \u201cinteresting\u201d and promised a response by the end of September \u2014 one that never came. Impact on Austria\u2019s LCC Market<\/h2>\n\n\n\n

Ryanair\u2019s concerns echo those of Wizz Air (W6)<\/a>, which recently announced plans to close its Vienna base by 2026, relocating aircraft and staff to more cost-effective hubs.<\/p>\n\n\n\n

Both carriers argue that Austria\u2019s aviation tax undermines growth, discourages investment, and drives traffic to nearby airports such as Bratislava (BTS), where fees are considerably lower.<\/p>\n\n\n\n

\u201cThe planes will land where they are more profitable,\u201d O\u2019Leary said, hinting that Bratislava and other Central European airports could absorb traffic lost from Vienna.<\/p>\n\n\n\n

The Austrian government, however, has shown no sign of revising the policy. Hanke\u2019s ministry confirmed that the current tax would remain unchanged through 2025 and 2026, stating that airport access costs follow EU regulations and cannot be unilaterally altered.<\/p>\n\n\n\n

Background: How Austria\u2019s Aviation Tax Evolved<\/h4>\n\n\n\n

Austria\u2019s air passenger tax was first introduced in 2010 under a coalition of the Social Democrats (SP\u00d6) and the Austrian People\u2019s Party (\u00d6VP).<\/p>\n\n\n\n

Initially set at \u20ac7 per passenger on most European routes, the levy was later increased in 2020 to \u20ac12 for flights within Europe and \u20ac30 for short-distance flights under 350 km.<\/p>\n\n\n\n

In 2024 alone, the tax generated approximately \u20ac170 million in government revenue, reflecting its fiscal importance despite growing opposition from airlines.<\/p>\n\n\n\n

Political Reactions<\/h2>\n\n\n\n

O\u2019Leary\u2019s outspoken remarks have drawn attention in Austria, where corporate leaders seldom criticize public officials directly.<\/p>\n\n\n\n

In response, Minister Hanke accused the Ryanair CEO of \u201cconfusing blackmail with negotiations\u201d and maintained that discussions on the tax policy were never formally reopened.<\/p>\n\n\n\n

Chancellor Stocker\u2019s office declined to comment on the controversy. Aviation analysts suggest that unless Austria revises its aviation tax, it risks losing traffic to neighboring countries with more favorable fee structures \u2014 particularly Slovakia and Hungary.<\/p>\n\n\n\n
