The new fee jumps from $21 to $40, impacting millions entering through key airports like <a href=\"https:\/\/aviationa2z.com\/?s=New+York\">New York (JFK)<\/a> and Los Angeles (LAX).<\/p>\n\n\n\n<p>Simultaneously, federal funding for Brand USA, the agency tasked with marketing the U.S. to international tourists, is being slashed by 80%. This fee structure funds both travel authorization processing and broader U.S. government purposes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>$10<\/strong> allocated for administering the ESTA program.<\/li>\n\n\n\n<li><strong>$13<\/strong> directed to the U.S. general fund to aid federal deficit reduction.<\/li>\n\n\n\n<li><strong>$17<\/strong> earmarked for the Travel Promotion Fund, but transfers are now capped at <strong>$20 million annually<\/strong>, with any surplus redirected to the general fund.<\/li>\n<\/ul>\n\n\n\n<p>An ESTA approval remains valid for <strong>two years<\/strong>, but the fee hike disproportionately impacts families and frequent travelers. For instance, a family of four now faces <strong>$160 in fees<\/strong>, compared to <strong>$84 previously<\/strong>.<\/p>\n\n\n\n<p>Countries affected include the UK, Germany, France (CDG), Australia, New Zealand, Japan, South Korea, Singapore, Taiwan, and <a href=\"https:\/\/aviationa2z.com\/?s=Qatar\">Qatar<\/a>. Notably, <strong>Canada<\/strong> and <strong>Bermuda<\/strong> are exempt due to special entry arrangements.<\/p>\n\n\n\n<p>In addition to higher fees, the U.S. continues to struggle with <strong>lengthy visa interview backlogs<\/strong> and perceptions of stringent entry processes. Federal funding, previously set at <strong>$100 million annually<\/strong>, is now reduced to <strong>$20 million<\/strong> through <strong>FY2027<\/strong>.<\/p>\n\n\n\n<p><strong>Brand USA<\/strong>, established under the <strong>Travel Promotion Act of 2009<\/strong>, operated through a public-private funding model. Airports<\/h2>\n\n\n\n<p>Another financial maneuver within the bill targets Washington D.C.\u2019s key airports: <a href=\"https:\/\/aviationa2z.com\/?s=Washington\">Washington Dulles International (IAD) <\/a>and <strong>Ronald Reagan Washington National (DCA)<\/strong>. Both airports are federally owned and leased to the <strong>Metropolitan Washington Airports Authority (MWAA)<\/strong>.<\/p>\n\n\n\n<p>Previously, MWAA paid <strong>$7.5 million annually<\/strong> in rent under a <strong>1987 lease<\/strong>, a rate widely considered below market value. Although this lease was extended in <strong>2024 through 2100<\/strong>, the new legislation <strong>overrides<\/strong> that agreement:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Beginning in <strong>2027<\/strong>, MWAA must pay <strong>$15 million annually<\/strong>, indexed for inflation.<\/li>\n\n\n\n<li>The lease terms must be renegotiated <strong>every 10 years<\/strong>, with each adjustment ensuring payments stay at or above 2027&#8217;s baseline value.<\/li>\n<\/ul>\n\n\n\n<p>The clause was inserted by <strong>Senator Ted Cruz (R-TX)<\/strong> during committee drafting, aimed at increasing federal revenues.
